 32 |         The Democratic Tech Alliance supports a European digital ecosystem that contributes to <em>strategic resilience,
 33 |         innovation, democracy, and a fair & diverse market</em>. Digital technologies provide critical infrastructures
 34 |         for our businesses, governments and citizens. In order to democratise technology and uphold democratic societies,
 35 |         we must promote a <em>collaborative and open approach</em> to tech development within the public sector and industry.

 38 |         This requires favouring technology and development processes that embrace sustainable development and deployment,
 39 |         interoperability and cooperation, ethical, inclusive, and decentralised governance, self-determination, data
 40 |         protection and the sharing of knowledge. It requires the incentivising of fair and competitive economic models
 41 |         that align with the public interest, to outcompete those that rely on practices such as private or personal data
 42 |         extraction, surveillance, or revenue models based on fostering addictive behaviours and leading to power concentration.

 45 |         We therefore adopt an approach that prioritises the federation of technology while strengthening both the demand
 46 |         for and supply of European technological solutions. Ensuring digital sovereignty and strategic autonomy cannot be
 47 |         achieved solely by regulation or through investment in domestic industry.Clear EU policy in regard to design and
 48 |         a degree of democratic governance over essential infrastructures, data, and technologies is also necessary to
 49 |         ensure that these technologies align with the public interest.

 52 |         At the same time, isolation is not the answer and the EU must continue to work with trusted international partners,
 53 |         in particular in those areas where the EU lacks its own capacities.

 69 |         labour conditions of millions, the operation of almost all critical internet services. The
 70 |         laws they set have a footprint that competes directly with those of the state.

 73 |         This fast-growing encroachment on our sovereignty has created a doom loop in which authoritarian
 74 |         digital infrastructure undermines democracy, and weaker democracy is then incapable of containing
 75 |         the expansion of authoritarian infrastructure. Fixated on the myth that tech monopolies were built
 76 |         with innovation and can therefore be broken by innovation, our leaders have consistently missed the
 77 |         fact that what the monopolies do isn’t innovate but rather capture key control points in the
 78 |         architecture of digital systems. Tech sovereignty cannot come from innovation policy alone — it requires
 79 |         liberating our infrastructure from foreign, increasingly hostile control.
 80 |       </p>
 81 |       <p>
 82 |         Over centuries, we have learnt to govern traditional infrastructure piece by piece so that it would
 83 |         serve us rather than the other way around. We have established models to operate infrastructure in
 84 |         the public interest, supporting businesses in focusing on their core competences and citizens in
 85 |         their ability to be and to do more.
 86 |       </p>

 88 |         But the sudden arrival of so many new infrastructural systems with the stunning growth of the
 89 |         digital sphere has created an infrastructure shock. If we care about democracy, we have to
 90 |         shock it back.

 93 |         Our strategy to restore democratic power to the digital sphere and reverse the doom loop is
 94 |         threefold:
